states or come from long lines of families that come from the united states. we know we see this difference along the spectrum. let me highlight a couple of points that i think make a big difference. realize we have a cohort population between 8 million and 11.5 million of individuals in the united states who are undocumented, who some say are illegal or not lawfully present. they are in a group that is cut off in part and formality from the main economy. this is unwise because immigrants, both skilled and unskilled, in this case, that 8 million to 11 million, provide the innovative engine in the economy in these relatively dark times. i'll address the issue of unemployment. but in these difficult economic times, they provide a certain component to the economy which allows us to innovate and grow at a rate that we otherwise would not. in short, immigrants of all types unaverage are net contributors to the economy, help the actual pie grow bigger, provide more of a pie to split among us all and in turn try to goose innovation in a couple of unanticipated ways.

by being a high school student in the united states, i was light years ahead of my mother's nonexistent education in mexico. when my mother said, get an education, she meant finish high school. or was there more? my friends were not discussing any plans beyond a high school. is anyone here planning to go to college? this is the first step, right? you are here because you're planning to come to city college. you need to stay with that goal and you need to stick to it. the reason why that is important is because for me and my family, my mom would be to get a high- school diploma. that was beyond what she had experienced. a high-school diploma is no longer enough. it is very important that you get your degree or you get your certificates. it is absolutely necessary in today's economy, and especially in san francisco. by the time you leave college, and around the age of 22, it is projected that 63% of the jobs will require a college degree. that means a majority of you need a degree, especially to stay in this wonderful city of san francisco. you need a college degree or a certificate. that

this is a big issue that is fundamental to the united states. we have been obsolete system that is impossible to make work effectively. the forces that support it will fight every inch of the way. this may be too big a challenge, but we do need to have a national discussion about how to get congress to be effective. congress has decayed dramatically in the last 20 years. the senate has become a dysfunctional institution. under our constitution, if congress does not understand things and cannot legislate things, you cannot fix it. it is really important that we have a much bigger national debate. because we will pursue solutions, we want those solutions to be real. we will campaign for a republican president, a republican house, a republican senate, republican governors, state legislators. america is a complex, mosaic government. the presidency matters. but so do all the other offices of self-government. if you are going to have change in america, it has to occur in many places simultaneously. as to the presidency, i am asked sometimes, it is mit
